After finding and observing all ancient carvings in Dragonspine, you will be able to open this door which leads you into a room with writings on the walls.
I went and translated it and roughly made some sense of what it could mean.
Some letters of the second part of the writing is hidden behind the pillar but can be found on the opposite wall.
Using this handy figure to find out what those letters are in English, the resulting words are in Latin.
Each of those words translations are as follows:
1. Assist, help, serve
2. Angel
3. Believer, devotee, follower
4. Learn
5. You
6. Expression, appearance
7. If, if only
8. Be silent
9. Pay attention, listen
So from that I formed a rough sentence of what it means:
1. Assist the angel's followers.
2. You will learn of their appearance only if you are silent and listen.
* 'their' probably refers to the angels
