First of all, as a disclaimer, I've done this quest I think 2 other times. The npc of this mission mentions asking three people and I've seen on the wiki about this quest that, supposedly, you can also talk to Gentry Maocai to collect a story from him, and that "The third NPC will show up after the first piece is submitted to Liu Su" but I've already done this quest two other times while talking to Fan Er'ye and Gentry Maocai is never marked on the map... [emoji]
I also can't seem to find him. This time around I collected the note from Jiangzhou before Fan Er'ye to see if it would mark him but he hasn't appeared. I also searched for him where the wiki mentions he should be but didn't find him:

Is this quest bugged for me? Am I missing something? I'm confused. 
Here's proof that I've collected the Ring of Raining Blades (II) and the Wrath of Haishan multiple times. (Had not talked to Fan Er'ye yet when I took the screenshot).
I just got the Achievement for the Wrath of Haishan so I'm really only missing the part one of Ring of Raining Blades but Gentry Maocai doesn't show up

Finally got Gentry Maocai.
I don't know if it was a coincidence or what but I tried for the first time today (19/11/2022) to do the quest on mobile, since that's what I've seen people mention doing, and I finally got gentry maocai, I was so elated I managed to deliver the wrong note though so no achievement yet. 
Btw I've seen people say to only get near the quest while on mobile or to change the time but I didn't need to do all that.
What I did was stand in front of the quest npc, log out on pc, login on my phone and then talk to him to start the mission itself and it worked for some reason...
