So, I had another idea.
How is Herrscher of Reason doing against Herrscher of Human? And how does Herrscher of Human fare with Willows? The results might surprise you! They surprised and confused me slightly...
Seeing the results of Part 2, I'll compare HoH stats to those of HoR signature gear, after comparing HoH signature gear vs her performance using Willows.

What do we have here? Signature gear supremacy. That's what you see.
According to the data, within 5s, Herrscher of Human using her signature stigmata and her signature Pri weapon, dealt 190k damage per second against the psy enemy, and 264k damage per second against the mecha enemy. This is fully because of her ultimate, clearly. In comparison, using the Willows set, she deals almost 30k less damage per second to the psy enemy, and barely 1k more to the mecha enemy.
Furthermore, the breach is superior within 12s, between ultimate and normal/charged attacks combined with weapon active attacks, as she dealt 160k damage per second to the psy enemy, and 208k damage per second to the mecha enemy, versus the damage per second dealt using Willows, 117k against the psy enemy, and 185k against the mecha enemy. There's a breach of between 20k and almost 50k damage according to who's the enemy.
As I said before, Herrscher of Human signatures are far better for her than the Willows set. But still, to be fair with HoR, I'll compare her stats with Willows vs HoR with Willows, but keeping her signature pri weapon.
Herrscher of Human vs Herrscher of Reason
Taking into account the previously analyzed stats, when HoH and HoR use their signature gear and pri weapons, we observe a difference of almost 40k damage per second within 5s, and almost 60k within 12s, against the psy enemy. Now, against the mecha enemy, we have a breach of almost 100k damage per second within 5s, and exactly 100k within 12s, keeping HoH above HoR.
On the other hand, and this is interesting, when HoH and HoR use the Willows set and their signature pri weapons, there's a breach of over 50k damage per second within 5s, and just 4k difference within 12s, against the psy enemy. Herrscher of Reason's insane DPS within 5s against the psy enemy keeps her over HoH here, but that's the only stat above HoH. The breach against the mecha enemy within 5s is 75k damage per second, and over 40k within 12s.
Besides that one stat, HoH remains superior. Although I had no bio enemy to test them against, most likely, HoR would be superior against a bio enemy, seeing how there would be a counter advantage for her and a counter disadvantage for HoH.

HoH Willows Max DPS within 12s: 117k (psy), 185k (mecha) --> In this test
HoH Willows Max DPS within 5s: 162k (psy), 285k (mecha) --> In this test
Max 12s DPS breach with signatures: between almost 60k and around a 100k over HoR
Max 5s DPS breach with signatures: between almost 40k and a 100k over HoR
Max 12s DPS breach with Willows: just 4k under HoR and above 40k over HoR
Max 5s DPS breach with Willows: between above 50k and exactly 75k over HoR
No stats for bio counter
Conclusion
If HoH is your main DPS, then don't worry, you're safe. But remember, against bio enemies, you better have HoR for the counter type, it matters a lot. Sometimes.
And, ofc, if you invested in getting HoH's signature stigmata, well done! You have the best gear, no doubt. BUT, if you couldn't get it, there you can see Willows still works. After all, it IS a good set, no doubt.
