Hint: Most Travelers won’t have Seirai Island unlocked when first receiving the quest.
Teleport to the waypoint of Tatarasuna in the picture and summon Waverider.
Start sailing along the route in the picture and prioritize unlocking the waypoint at the beach first.
Continue following the route and activate the Statue of Seven, then head to the quest location and speak to Eiko. Activate the nearby waypoint.

12) Touch the “paper charm hangers”
Teleport to Statue of Seven on Seirai Island, head to the quest location and touch the three “paper charm hangers” next to the “Warding Stone”
13) Seal the “Warding Stone”
Turn the lower section of the Warding Stone twice to complete the seal (Note: This solution only works when the Warding Stone is at its default position!)
If the Warding Stone isn’t in its default position, the puzzle’s mechanism is as below:
2 paper charms (2+2) = paper charms on upper section of Warding Stone (2) + paper charms on lower section of Warding Stone (2)
Once the sealing is complete, watch the cutscene to see the outer Electro barrier of Amakumo Peak withdraw.
At this point, the “Seirai Stormchasers: Part I” is complete!
