Combat Utility
Pela is a Ice Support.
With her kit, she can debuff the ennemies and remove a buff from them too !

Advices
Pela is a support character who can shred the DEF of enemies to increase the DMG of her allies.
She can also dispel positive status effects from enemies and turn the tide of battle.
Remove Enemy Buffs With Your Skill
Pela's Skill Frostbite has the ability to remove buffs from enemies and keep them from getting dangerously out of han**
** also deals decent Ice DMG to help inflict Break on enemies weak to Ice.
Reduce Enemy DEF With Your Ultimate
Pela's Ultimate Zone Suppression reduces the DEF of enemies.
Pela's Talent Data Collecting gives Energy upon inflicting debuffs, allowing her to use her Ultimate again sooner.

2 Set Effect – Increases Break Effect by 16%.
4 Set Effect – Increases the wearer's Break Effect by 16%. When the wearer inflicts Weakness Break on an enemy, regenerates 3 Energy.
Pan-Galactic Commercial Enterprise || 2 Piece Set
2 Set Effect – Increases the wearer's Effect Hit Rate by 10%. Meanwhile, the wearer's ATK increases by an amount that is equal to 25% of Effect Hit Rate, up to a maximum of 25%.
Eidolons
Even at E0, Pela is usefull, providing a great debuff to your enemies. I recommand to invest if you don't have Silver Wolf.
Eidolon 1 || Victory Report
When Pela defeats an enemy, she will regenerate 5 Energy that mean she have to give the final blow.
Eidolon 2 || Adamant Charge
This Eidolon is really great since it increases her SPD by 10% for two turns when she use her skill.
You can now outspeed more enemies and potentially decrease their DEF before your main DPS' turns.
Eidolon 4 || Memory of You
Her best Eidolon.
With it, she will have 100% base chance to reduce the target enemy's Ice Res by 10% for two turns when using Skill.
Keep in mind that this Eidolon works with her talent !
Light Cones
Here are the Light Cones I recommend.
Keep in mind that there are more Light Cones who fits with her, it's just my recommendation.
Incessant Rain || 5 Stars Rarity
Silver Wolf's signature light cone.
Pela needs Effect Hit Rate and this Light Cone provide her everything she needs.
In the Name of the World || 5 Stars Rarity
Welt's signature light cone.
Pela can use this Light Cone as it increase her personal DMG and increases her Effect Hit Rate.
Resolution Shines As Pearls of Sweat || 4 Stars Rarity
Luka's signature light cone.
With this Light Cone, Pela will decrease enemies' DEF even more, it's effect decreases DEF by 12 to 16% for 1 turn.
Hiden Shadow || 3 Stars Rarity
F2P light cone
If you don't have any 4 stars Light Cone who fit with Pela, it's the best one you can give her, just be sure to superimpose it LVL 5 !!!

Team Recommendation
THIS LIST IS JUST A RECOMMENDATION
First team is F2P.
With this F2P team, Dan Hang is your main DPS as Pela will decrease enemie's DEF for him. Asta will break enemies weak against Fire and SPD boost the party. Natasha is here to do what natasha do the best : Heal.
Second team is a Seele Hyper carry team.
Quite classic, Tingyun is here to boost Seele as Pela will decrease DEF of the enemies and remove buffs from them.
