Whether getting a Hydro Damage Artifact takes this much effort?

After farming for around 486 artifacts (M.Hunter - 219 and Gold. Troupe - 267), I finally got a hydro damage bonus artifact for Neuvellette. Is this that much difficult? That too after ascending, the sub stats are not at all good. In this process I got 3 anemo damage bonus, 1 cryo damage bonus, 1 physical damage bonus, 2 Geo damage bonus, 1 Pyro damage bonus, 1 electro damage bonus and 1 dendro damage bonus artifacts. But not even a single hydro damage bonus artifact till my 486th attempt. I feel this is too much from the system.
