Looking back at these quests with fresh eyes really is just the best.
Back in v1.5 we had the Azhdaha quest.
And in this quest we meet a human possessed by Azhdaha who can see through the eyes of ores. This is something that even surprises Zhongli which is weird right? You'd expect the Archon to have all the possible powers of the Geo element but he didn't know it was possible to see through the rocks.
Now that was just a throwaway power back then because only Azhdaha could do it and it's easy to believe that's because he's an elemental. But Kazuha can do something similar with Anemo. Playing back his Archon Quest there's a major story element that he's able to sense things from the wind. He was able to guess that we could use multiple elements and he even felt that Paimon was different. A one off appearance of elemental perception is nothing. Two appearances is the start of a possible trend.
Venti gets surprised by things he might have been able to sense through the wind and we already know Zhongli didn't even know you could see through rocks. So could this be a sign of the kind of abilities an allogene should have if they really awaken their Vision? I say really awaken their Vision because ever since the Travail trailer there's still a persistent theory in the playerbase that Visions are bad. But for me ever since We Will Be Reunited I don't think that's the whole truth. I think there might be some element there about Celestia holding humans back using the Visions but the Visions themselves are still better for humans to have than not. I mean that was the point of Inazuma. Yae pretty much said Visions are the ambitions of humans. Ambitions allow humans to move forward. So if you take away their Visions humanity will be held back. At the same time the Vision Hunt Decree was enacted because of Celestia. Ei thought she was the closest to the Heavenly Principles so that decree must have been what Celestia wanted.
So the difference I think is this sensing ability. It isn't quite the same as our Elemental Sight because all allogenes have that. But characters like Kazuha who can use their elemental power to detect more are really utilizing their Visions. Another character that fits this would be Mona who can detect lies and futures using her Hydro Vision. These are the kinds of allogenes Celestia is afraid of and that's the kind of allogenes it would have wanted to use the Vision Hunt Decree on. (I think Lisa figured that out and that's why she stopped her research and is being lazy now.) Meanwhile your average allogene that even get their butts handed to them by normal humans like Rongshi are no threat to Celestia.
