Lunar/Non-Lunar here refers to Columbina's party teammates, not the elemental reactions themselves.
Columbina actually is very flexible to include in any team requiring off-field Hydro DPS, but that would beat the whole purpose of the On-Field DPS idea, thus not included in this post.
In short it's specifically focused on Columbina as the Main DPS for Lunar-Bloom teams.
More details about Lauma & Ineffa's inclusion:
-> Biggest problem would likely be whether Lauma is available in your party or not, since Lauma is everything about boosting the Lunar Bloom DMG—and triggering the reaction too. Definitely still manageable without, but the damage output difference can be felt greatly.
-> As for Ineffa, we couldn't agree more that Columbina + Ineffa is an extremely terrifying combo—very closely reminding us the vibes of Mavuika + Citlali (also on same banner phase).
But in case of Columbina being on-field Main DPS, not having Ineffa is not the end of Teyvat, we would worry more if there's no Lauma or close alternative to her (other Dendro enablers). Columbina's on-field DMG output relies mostly on her upgraded Charged ATKs, and Verdant Dew is required for those.
