What happens if you roll a new character, but don’t have enough weapons to give them one?

The game does not allow you to unequip weapons on characters, meaning they MUST have a weapon on them. Usually when you roll a character, they’re automatically equipped with the lowest rating weapon in your inventory. That’s why I’m curious about what happens if you don’t have any free weapons available but roll a new character.
