Anyone know how to trigger this Equivalent Exchange quest?

I knew we should have a commission from Viktor inside the Cathedral first, right?

I used to had that commission with my first account in PS4 and finish every world quest already but now I move playing on ipad, I can't trigger this quest at all [emoji][emoji] It's been around 4 months I replaying genshin and lately the commissions I got are mostly around Liyue..how can I get that commission from Viktor, really?
