Why is my flins’s dps so low?

I used to have him on arle’s weapon and he used to do about 37k dps and now it’s this low,why could that be? Do I really need ineffa that much? Even my durin on a 2pc 2pc does more. Please help T-T I’ve invested so much time and effort into flins and these are the wonderful results I get. Also his whole team is fully built on their correct sets and stats
