Leveling artifact is always RNG, but there are steps you can take to control some of the outcome at earlier stage.
Steps:
1. Levelling bit by bit can save you the disappointment and resources before you overinvest too far.
Example:

This one is a keeper ⬆️

This one you can use as fodder ⬆️ the moment you find something with better potential.
↳ preferably with crit rate + crit dmg substats (for DPS) or EM + ER (for support). In end-game, you will accumulate so much 5☆s that you'll have your pick from the litter.
The reason why it’s not worth it to invest further on a piece like this is because you will only have 2 more chances to roll at the substats (at lv. 16 and lv. 20), and to get there, you will have to feed a lot of exp.
❗️It's better to not go all-in (lv.20 everything on the get-go) because it will help reduce accumulating duds.
2. Quit while you're ahead.
If it's already going bad at lv. 8 and lv. 12,
Chances are it will only get worse at lv. 20.

Pieces like this have no hope.
You can stop raising it at lv. 8 or lv.12.
(This is probably what will happen if you over-invest on example #2.)
