Unlike typical characters, Raiden Shogun's best artifact's main stat heavily adjusts to her weapon. Therefore, your Raiden Shogun's build should follow which weapon you're planning to use on her.
Is Electro better than Attack for Raiden Shogun?
As you can see below, weapons with Energy Recharge substat perform better with Attack% Goblet instead of Electro% for Raiden Shogun.
Is Energy Recharge or Attack better on Raiden Shogun?
For Raiden Shogun, weapons with Energy Recharge substat also perform better with Attack% Timepiece instead of Energy Recharge (ER). As for weapons without Energy Recharge substat, Energy Recharge% on Timepiece performs better than Attack%.
This shows that Raiden Shogun has a strong diminishing return when it comes to blindly stacking one stat. So it's best to try and balance your stats when you're building Raiden Shogun.
However, keep in mind that higher ER means better Energy restoration from Raiden Shogun's Elemental Burst. So go for Attack if you're playing offensive, but ER if you're playing supportive.
OR, just choose whichever has the better substat!

1. Engulfing Lightning
• +30% Energy Recharge bonus active even for Skill Damage calculation. This slightly gives Engulfing Lightning a boost compared to the other weapon.
2. Staff of Homa
• Raiden's HP is above 50% (0.8% HP bonus).
3. Primordial Jade Winged-Spear
• Tested in full-stack (+22.4% attack, +12% Damage).
4. Skyward Spine
• Damage passive is not considered.
5. Vortex Vanquisher
• Full-stack with shield (+40% Attack).

7. Elemental Burst is cast according to Energy Recharge. The attack sequence in the Elemental Burst duration is 2 x 5-hit sequences + 1-hit + 2-hit + 3-hit (2 x N5 + 1 x N3).

Personal Opinion
I'm loving Raiden's mechanic. I think this is one of the most unique so far. Although I personally think her damage during Elemental Burst is not *that* good. For my Raiden, I'll use Blackcliff Pole, so I'm using either ER/Atk or ER/Electro.
I think it's intriguing that stacking too much stat on Raiden immediately shows a diminishing return, whereas it's usually a subtle difference for other characters.
