It's been 3 days since then so now it's gone from being a funny issue to a game-breaking problem many of us are facing.
They also patched us today and this error is still happening so whatever is going on it's a pretty big problem. So I'm reusing this topic to try and collect all of the affected players. If we can provide information to them about our individual circumstances maybe they can finally figure something out. Let's work at this together so we can get back to playing as soon as possible! Genshin IRL Co-op!
So let's start off with:
-What device are you using?
-What server are you on?
-Did you download off of Google Play/iOS App Store or a third party?
-Have you tried Wifi/data?
And if any of you guys know about game development or have any ideas what might be going on please feel free to leave that information too!

It's been a while but now that things have calmed down and the old banner is ending I decided to compile a final tally for what we lost due to the week of Error 31-4302 hell.
Totals are relative to AR44 off of mats that could have been gained on World 3
(I was up to farming for Mona and Fischl at the time. You can replace the names of Oceanid/Hypostasis mats with the bosses you could have farmed.)

So a full week has passed and as far as I know there's only one unofficial fix for this but it does work. But since it is unofficial I'm going to throw up the disclaimer, do this at your own risk.
Make sure you remember your login and password before you do this.
What you'll need to do is download a new app store called TapTap.
The next thing to do is to go into your File Manager app on android. (If you don't have one you'll also have to download a third party app for that too unless you want to sit through a full redownload and update.) Go to the Android folder and find the com.miHoYo.GenshinImpact folder. Rename this folder. It can be anything you want but copy the original name.
Once that folder's name has been changed go find Genshin Impact in your App Drawer and uninstall it. Now go into TapTap and search for Genshin Impact. Now you can just treat it like Google Play and download and install the game. You'll probably need to allow third party apps to install on your device. That's what TapTap is.
With it installed go back to your file manager and change the folder back to its original name. (com.miHoYo.GenshinImpact) Load up the game and log back in. It should finally load properly and get you through Error 31-3402 hell.

Even though this fix does work I'd still advise you guys to provide information on your situation as I outlined above. Clearly if only this TapTap version of the apk works properly something is going on with the Google Play official version.
For my part it's been suggested to me by @RickN1 to look into the differences in the apk files for changes so I'll work on that to see if there are other solutions but the best one will still be the one that MiHoYo rolls out to us.
