I got this by accident while doing Ley Lines. There's a Mirror Fatui standing around and after you beat her you can activate
The little pillar with the blue crystals. That causes an electro thing you see at the top of the shrine to start shooting the electro towers. You just have to go around and hit the towers in the same order.
Pretty easy Precious Chest so might as well snatch it up asap. In terms of lore though this is interesting. Watatsumi doesn't follow the Raiden Shogun and from the story we heard it seems like Ei doesn't really care that they don't. But this shrine being here makes that kinda sus. I think this is another one of those things that remained from the old story I talked about here.
