Introduction
New Willows Stigmata is designed to optimize the potential of Ice DMG and buff Ice Attacks.
This Stigmata Set is a good choice for general Ice valkyries
You can have this stigma set without crystals.

1x Ana Schariac stigmata
140x G4 Pure Blue Crystalyte

Herrscher of Reason
Willows is the best stigmata for Herrscher of Reason. After v6.1 Willows will have a better choice than Ana Shariac and Welt
Herrscher of Human: Ego
If you don't have the Elysia: Pristine set, Willows is your 2nd best choice.

Willow is not a great choice for Silverwing NE-X but can still be used if she doesn't have her own Stigma
The scores on the test dummy may be close, but not so in the Abyss.
Silverwing N-EX vs Saha Assaka
Conclusion
Willow replaces Ana Shariac as Best F2P option.
Argent Knight Artemis and Starchasm Nyx cannot use Willows full performance. So don't use Willow on these valkyries.
I recommend crafting Willows with the materials you have.
