You will need to re-do the Inazuma commission "The Gourmet Supremos: Where'd the Ingredients Go?".
Meet Xudong in Port Ormos to begin the world quest "Gourmet Supremos: Within Our Duties".
After that, you should be able to get the follow-up "The Gourmet Supremos: Cleanup".
