Rudder in Dream is a new 5-star chakram weapon introduced alongside the release of the [Chrono Navi] Ai Hyperion Λ in v6.2. This is Chrono Navi's signature weapon on its base form and it offers the team and user increased TDM.

Rudder in Dream is compared to all non-PRI chakrams with the exception of Ring Blades.

Signature Weapon (Base): Rudder in Dream

Alternative: Purana Phantasma

Alternative F2P: Gilded Librae

Beginner: Ring Blades (only if you haven't forged Gilded Librae)

▸ It's not surprising that Rudder in Dream would be at the top considering it being a Fire DMG dealing weapon and with its TDM skill. Although Purana Phantasma isn't far-off despite being an Ice DMG dealing weapon due to it providing TDM skill as well. Rudder in Dream was able to cement its strength due to the additional equip bonus for Chrono Navi.

▸ With so little option for 5-star chakram and minimal differences, you can still use anything available in your inventory.

▸ If you're planning to pull for Rudder in Dream at a later time and isn't competitive, you don't need to max out Gilded Librae to Lv.50 unless you're having Chrono Navi to hold on it for a long time.

Λ With PRI Weapons Λ

▸ At non PRI-ARM form, Rudder in Dream and Purana Phantasma have minimal differences and Gilded Librae works fine with 3% DMG loss.

▸ There's a significant boost if you forge its PRI-ARM so unless you're aiming for that, don't bother spending your crystals.

▸ Don't mind using Lost Conviction.

» [Chrono Navi] Ai Hyperion Λ «

She is the first and only current Fire Valkyrie battlesuit that uses chakram as a weapon and as such Rudder in Dream is best suited for her especially due to her skill mechanism and equip bonus.

» [Reverist Calico] Pardofelis «

Being a fellow support Valkyrie chakram user, she can also use this though not as better as her own signature weapon, Purana Phantasma due to it catering to Ice DMG dealers. The whole team can still benefit from it as it provides increased TDM to all team members.

✦ Final Notes ✦

▸ Rudder in Dream is a new Chakram that will appear in v6.2. Being tailor-made for Chrono Navi, it provides her with an additional bonus in tandem with her passive skill that allows her to deal more Fire DMG to ignited enemies. Aside from that, the weapon in general boosts the user's and the team members' TDM.

▸ Is it worth pulling Rudder in Dream? Yes especially if you can forge its PRI-ARM.

▸ Should you pull for Rudder in Dream? No unless you are either competitive, building your Fire team, or have extra crystals to spare. As seen in the chart, there's only <1% difference between Rudder in Dream and Purana Phantasma (assuming you have it being an SP Valkyrie weapon). Even if you don't have it, Gilded Librae (a forgeable weapon) has a <3% difference from it and should be a good enough alternative weapon.
