The most important daily commissions are the ones dropped by NPC for achievements. But just how often exactly do they drop? How long estimatedly are you expected to wait? This investigation will figure the answer.

After 2024 Boost:
Presently the drop rate has increased to at least 3 new commissions per week.
Before 2024 Boost:
The Odds of RNG Daily Commission: 8 per month.
Minimum Achievement: 1 per month.
*except when in a region with 3 achievement-commission left.
Guaranteed: at least 1 every week.
*except when in Inazuma, bare minimum changed to at least 3 per week.
1 Year = 20 New Achievements
Kesempatan Komisi Harian Random: 8 tiap bulan.
Achievement Paling Sedikit: 1 tiap bulan.
*kecuali kalau berada di negara yang tinggal 3 komisi achievement.

After taking observation for several months, this is the following result.

This also doesn't include if you get old duplicates (*achievements that you have already completed, but the game still repeats).

And so far, this only gives me 1 new achievement per month.

6/3/2022: At this point, I only have 2 commission-achievements left in Liyue. Was contemplating whether I should just move on to Mondstadt, since the further you go along, the smaller the drop chance is. But at the same time, this can also proof to be another research data: Can it 'hard pity'? Will the system show bare minimum as this month's share of accomplishment? Or is that non-existent? I shall give this another full month as last resort. If nothing comes out of this, I will definitely move on to Mondstadt.
6/3/2022: Pada titik ini, saya hanya tinggal punya 2 komisi achievement lagi di Liyue. Kepikiran apa mau pindah ke Mondstadt aja, karena semakin maju, semakin kecil kesempatan dapat sisa-sisanya. Tapi secara bersamaan, ada juga kesempatan bagi saya untuk membuktikan data ****litian lebih lanjut: Apakah ini bisa 'hard pity'? Akankah sistem memberikan kesempatan paling minimum sebagai jatah per bulannya? Atau nggak ada batas minimum sama sekali? Saya akan memberikan 1 kesempatan lagi untuk bulan ini. Kalau masih nggak ada, langsung pindah ke Mondstadt.

26/3/2022: Turns out Inazuma gives the most chances to get com-achievements. It's just that I already have most of them, only missing 2 ('asakura' and 'editorial'), but no such luck so far. Will this mean there will be no bare minimum guaranteed new com-achievements this month? ~(︶︿︶)

*Open to Interpretation has stopped bugging ever since patch version 4.5.
1) Akademiya Q&A
You can still get the achievement, you just have to be mindful about this and reset the entire 6 questions under 1 day. The trick is to answer 2 questions correctly, force close the game, then repeat until you collect all 6.
2) Random Cloud Reset
I was already in my last step to "Open to Interpretation", when I finally got to the last part, but the achievement didn't trigger. One CS claimed my achievement counter must have been reset by their cloud backup, while another CS claimed the achievement should be done multiple times until it works, without providing any real solution (I have completed this achievement 5 x 4 = 20 times since, but still a whole lot of nothing came out). I suppose at some point miHoYo deleted some cache files that are actually our initial achievement progress (multi-parts) around ver.1 but forgot about it 💀 So having multi-part commissions going on for too long (2 years+) is actually quite dangerous because they'll force you to restart all over again. There was no warning. It just happened internally.
