This light cone is quite situational but works with every charcters.
I recommand to use this light cone if you use a DoT party to increase global DMG.

How to get it ?
You can purchase "We Are Wildfire" for 200 Lucent Afterglow from the Forgotten Hall Store.
You can get "We Are Wildfire" as a reward for spending a certain amount of Shield in the Jarilo-VI World Shop.
You can drop "We Are Wildfire" from any of the weekly bosses.
