The Little Joys set is available in Gacha supplies.
In 6.9 it'll have its first supply:
This supply has no pity for Stigmata.
On the global servers, this banner releases on September 14th and end on October 6th.

Little Joys will enter foundry in 6.9 as G4 Fire Stigmata.
Each Stigma needs following material:
Fitting Leeuwenhoek Stigma (T for T, M for M, B for B)
140x Pure Red Crystalyte
200x Spatial Convectron
1100x Ether Fuel
When prepared well, the first Stigma can be crafted on Saturday, September 16th

Conclusion
It's pretty clear to see how good the set actually is.
Losing one piece is around ~13% DPS loss, ahile losing all 3 is a loss of around ~26% DPS.
Even the single pieces and 2-piece set shows effectiveness here.

Short answer: yes.

☆ Herrscher of Finality tests ☆
Even though it obviously doesn't match the Kiana Kaslana set, the Little Joys set clearly outdoes the old F2P set Leeuwenhoek (TB) Thales (M) here.
☆ Herrscher of Flamescion (SS) ☆
To show it more clearly, I'll show it on a Valkyrie that consumes her own HP.
This more easily triggers Leeuwenhoek.
The difference is not as big anymore, but Little Joys still does better.
Overall it's pretty clear to say,
Leeuwenhoek TB Thales M is out, Little Joys will be the new set to slap as F2P alternative.
★ Affixes ★
Full ATK.
What, anything more u wanna hear? 
If you get many 15+ Flat ATK stats that might be nice, but I generally recommend going for Sirin's affixes first and not for Valkyries you wanna use it as alternative on.
★ Gameplay ★

Go craft the set.
Anything you get while pulling for the weap is nice, but I do not recommend pulling for it when you already got the weapon.
But overall it's still a really good set!
