Normal Attack: With light flourishes, Neuvillette commands the tides to unleash a maximum of 3 attacks, dealing Hydro DMG.

Statistics:

Charged Attack Empowerment: Legal Evaluation
While charging up, Neuvillette will gather the power of water, forming it into a Seal of Arbitration. In this state, Neuvillette can move and change facing, and also absorb any Sourcewater Droplets in a certain AoE. Every Droplet he absorbs will increase the formation speed of the Seal, and will heal Neuvillette. When the charging is stopped, if the Symbol has yet to be formed, then a Charged Attack will be unleashed. If it has been formed, then a Charged Attack: Equitable Judgment will be unleashed.

Charged Attack: Consumes a fixed amount of Stamina to attack opponents with a rupturing blast of water, dealing AoE Hydro DMG.
Charged Attack: Equitable Judgment
Unleashes surging torrents, dealing continuous AoE Hydro DMG to all opponents in a straight-line area in front of him. Equitable Judgment will not consume any Stamina and lasts 3s. If Neuvillette's HP is above 50%, he will continuously lose HP while using this attack.

Statistics:

Plunging Attack: Gathering the might of Hydro, Neuvillette plunges towards the ground from mid-air, damaging all opponents in his path. Deals AoE Hydro DMG upon impact with the ground.

Statistics:

Summons a Raging Waterfall that will deal AoE Hydro DMG to opponents in front of Neuvillette based on his Max HP. After hitting an opponent, this skill will generate 3 Sourcewater Droplets near that opponent.
Arkhe: Pneuma
At certain intervals, when the Raging Waterfall descends, a Spiritbreath Thorn will descend that will pierce opponents, dealing Pneuma-aligned Hydro DMG.

Statistics:

Unleashes waves that will deal AoE Hydro DMG based on Neuvillette's Max HP. After a short interval, 2 waterfalls will descend and deal Hydro DMG in a somewhat smaller AoE, and will generate 6 Sourcewater Droplets within an area in front.

Suggested Talent Levels
This is by no means an exact guide on what is best - this is just my personal suggestion.

When a party member triggers a Vaporize, Frozen, Electro-Charged, Bloom, Hydro Swirl, or a Hydro Crystallize reaction on opponents, 1 stack of Past Draconic Glories will be granted to Neuvillette for 30s. Max 3 stacks. Past Draconic Glories causes Charged Attack: Equitable Judgment to deal 110%/125%/160% of its original DMG.
The stacks of Past Draconic Glories created by each kind of Elemental Reaction exist independently.

For each 1% of Neuvillette's current HP greater than 30% of Max HP, he will gain 0.6% Hydro DMG Bonus. A maximum bonus of 30% can be obtained this way.

Increases underwater Sprint SPD for your own party members by 15%. Not stackable with Passive Talents that provide the exact same effects.

Leviathan Judicator
C1 < C6

Depending on your gameplay, by increasing Neuvillette’s interruption resistance you may not require a shielder in your team. Adding a stack to his first ascension passive also allows you to use a broader range of team compositions.

C2 is a generic damage boost. It is great for a Main DPS Neuvillette. There is no confusing increases here, it is a straightforward CRIT boost across the board.

This increases the level to which Neuvillette’s Normal Attack can be increased.

C4 allows for a 100% Charged Attack uptime. It is not actually very useful and should only be pulled if you are aiming to C6 Neuvillette.

This increases the level to which Neuvillette’s Elemental Burst can be increased.

C6 is a great constellation as it lets Neuvillette use his Charged Attack laser beam for almost double the usual time.

The below statistics assume that the weapons are all at Level 90 Refinement 1 with all passives activated. Neuvillette is at Level 90 10/10/10. The artifacts are each at Level 20 with no sub-stats. The Sands is HP%, the Goblet is Hydro DMG Bonus, and the Circlet is CRIT DMG.

4-Piece Marechausse Hunter

4-Piece Heart of Depth

2-Piece Marechausse Hunter + 2-Piece Heart of Depth

2-Piece: Normal and Charged Attack DMG +15%.
4-Piece: When current HP increases or decreases, CRIT Rate will be increased by 12% for 5s. Max 3 stacks.
Marechaussee Hunter is Neuvillette’s best artifact set. His kit focuses on his Charged Attacks which will have their damage increased with the 2-piece bonus. As Neuvillette’s HP will lower if it is above 50%he can easily activate the 4-piece bonus as well.

2-Piece: Hydro DMG Bonus +15%.
4-Piece: After using an Elemental Skill, increases Normal Attack and Charged Attack DMG by 30% for 15s.
Heart of Depth is the typical go-to set for Hydro DPS characters, so it isn’t a surprise that it works for Neuvillette. The Hydro DMG Bonus along with the increase in Charged Attack DMG makes it a wonderful set. It is best for people who haven’t unlocked the Denouement of Sin domain for Marechausse Hunter.

2-Piece: Normal and Charged Attack DMG +15%.
2-Piece: Hydro DMG Bonus +15%.
If a full 4-piece set is too difficult to achieve, you can combine the two artifact sets mentioned above. This will increase your Charged Attack DMG and your Hydro DMG Bonus.

Neuvillette’s signature weapon Tome of the Eternal Flow is his best weapon option. It drastically increases his DMG output by boosting his HP, CRIT DMG and ATK values. Its passive abilities can easily become active due to Neuvillette’s playstyle which focuses on his Charged Attacks.

Lost Prayer to the Sacred Winds is the second-best 5-star weapon for Neuvillette. The Elemental DMG Bonus that it offers is very useful because it remains active while Neuvillete is in the field. Its high Base ATK value is an extra bonus.

The ultimate 4-star option is The Widsith. Neuvillette can benefit from any of the theme songs that this weapon offers. The CRIT DMG and Base ATK are basically the 4-star alternative from his signature weapon!

The F2P weapon option is Prototype Amber. It is a craftable weapon from Liyue which makes it readily available and easily accessible from early in the game. The primary positive of this catalyst is its HP sub-stat. Generally speaking, this weapon is not ideal for the DPS role that Neuvillette typically takes. It is still a good choice, however will not output as high damage as specifically DPS focused weapons.
