Paimon seems concerned why someone wanted to build the Fortress above the Primordial Seawater source.
Wrio doesn't know the 'founder' of the Fortress, it was just left by the people who used to live here. He mentioned that at the times of Egeria, criminals were exile to suffer. But they prayed to the Archon, and they were designated to guard her secret underwater, so they built the Fortress. That's how sinners' only home was created. Is that what kind of sinners did Egeria had in mind in Overture Teaser?
Wrio is sure that if that gate fails, the prophecy will fulfill. We changed the place, as Wrio wanted to show us something else.

Wrio recalled Remuria and the Remurian Dynasty. I think this is the first time when the ancient civilization is mentioned in the Archon Quest and is relevant to the story.
This is funny because next step of Fatui is depending on what and if we say something to Lyney.
