The Van Gogh Stigmata are only available in Gacha supplies.
In 7.1 they'll have their first supply:
You're guaranteed to get one gear piece (includes weapon and Stigmata pieces) every 30 pulls.
Meaning you're guaranteed to get the full set within 120 pulls.
On the global servers, this banner releases on December 7th and end on December 29th.

Firstly, is Van Gogh a good alternative?
Not really, it is totally limited to Bleed Supports. If you have 3/3 Van Gogh you'd usually use Cosmic Expression, especially if you don't have Eden's / Smolseo's sig gear.

The best set by far is full Van Gogh.
The priority will go TB > TM > MB
The best alternative for Griseo is Aladdin (TB) Tesla Band (M).
Many alternatives struggle with the rotation time because you use Herrscher of Truth before Griseo. Stigmata like Turgenev don't work as well for that reason.

These DMG tests were done using Bronya Zaychik (TB) MBP (M) on Herrscher of Rebirth, NOT Holmes or Aladdin.

There were some Stigmata I wasn't able to test even though I wanted to, such as Paganini (M).
The difference between 3/3 and 2/3 isn't as big as it is for Luna's support, but it still is noticable.
Van Gogh stays the best set.
The budget options are rather small, MEI (TMB) will be the best one though.
Bleed teams have issues with alternatives anyway, especially considering a second Aladdin set would be on Herrscher of Rebirth already.

✧ Short Conclusion
Even though Van Gogh also is her best set as DPS, the Support focus of the set is visible.
The key of the set as DPS is the B-piece. Not having it will be a big DMG loss.
The DMG loss by far isn't as big as it is in her support role.
The best alternative will be Bianka: Theatre (TM) Isaac Newton (B)
However, the DMG needed for the new SD-Boss is really tight, so expect a low DMG loss to result in a pretty big point loss.

Ala (MB) generally is better on HRB/HS. Can be an alternative if you use HS with Holmes (MB)

By missing Van Gogh (T) you effectively lose out on 15 SP every rotation.
I'll look at an abyss run (on BKE) now, writing down how many SP I had when using Griseo's Ult in each rotation (as Luna support)

Conclusion: The SP lack really isn't bad, it might be worse at A or S rank, but I don't see the SP being a big issue.

Are the Van Gogh Stigmata worth getting?
Griseo is really dependent on her signature Stigmata as support.
In fact, small Griseo and Eden outdo her if she's only 3/4.
However, I can only repeat what I said in my Griseo Guide for the issues I see with Griseo herself.
✦ If you don't have Luna or Susannah, she'll be useless.
✦ She has a pretty long rotation. If your goal isn't to retain Nirvana Eden might actually outdo Griseo (in RL).
If your only actual DPS or you want to retain Nirvana Griseo might be a good investment, but then only if you can get 4/4.
