No requirements needed to access.
Location:
402-407 are based on ones spawned by breaking large rocks of Amber. The Amber resets daily, but will only spawn a chest once (for each Amber). The spawning is random, and will likely take several resets to get it. I recommend you pin the location of the rocks of Amber you haven't received a chest with yet on your map.
402. [Spawned Chest] On the edge of a small ledge
Break the large rock of Amber to spawn the chest.

Will unlock after defeating 3 Anemo Slimes that spawn when close enough.
