In the following I will refer to her as "Kiana"

Kiana can only be obtained in gacha, her first supply will be in 8.1:
It's a normal expansion banner, meaning you're guaranteed to get her within 90 pulls.
...or whatever your current expansion pity is.
The first 10 pulls on the supply have a 50% discount.
During that time her equipment also has its first supply:
You're guaranteed to get her weapon within 60 pulls.
Meanwhile you're guaranteed to get one of her Stigmata or her Weapon ever 10 pulls.
On the global servers, these supplies release on February 20th and end on April 4th.

The team deals 30% additional Stardust Remnant DMG (feature of SD enemies) to the max HP of Stardust enemies with Griseo in the team (=> "Stardust Navigation state")
For every Critical Value of SD enemies detonated Weapon Skills and Enhanced Weapon Skills deal 4% more Total DMG (caps at 20%).
Stellar Shift, Weapon Skill and Enhanced Weapon skill link up to 6 enemies. 6% of the damage they take are transferred to other linkes enemies. This DMG increases to 15% if Kiana is the leader. (DMG manifests as HP loss)

When selecting Kiana as leader, gain following buffs:
✧ Activates Astral Ring Specialization: Law of Ascension
✧ Stellar Outburst requires 200 AR Intensity; Stellar Outburst lasts 1s and has 40s CD.
Gain buffs depending on the amount of team members with Heavenly Shift tag.
✧ 1 member: Kiana's Stellar Shift deals 15% (S) / 20% (S2) / 25% (SS2) more Fire DMG.
✧ 2 members: Kiana restores 10 additional AR Intensity when consuming Stellar Drain. Teammates with Heavenly Shift tag can trigger Kiana's Heavenl Link.
✧ 3 members: Initial Intensity increases by 10. Enemies take 14% (S0) / 15% (S3) / 16% (SS3) more Fire DMG from Kiana (independent).
✧ 20% (S) / 25% (SS) / 30% (SSS) Fire DMG
✧ Passion Marks deronated by Immaculate Duet deal 480% (S) / 540% (SS) / 600% (SSS) ATK of bonus Fire DMG

Kiana has a bar above her HP bar showing her current Fortune.
It starts at 0 and caps at 240.
Fortune is gained by hitting Basic ATKs, Weapon Skills or Combo ATKs.
It is used to launch her Enhanced Weapon Skill [Immaculate Duet].

When entering by QTE or Stellar Shift Kiana gains Merriment for 8s.
While having Merriment she gains Fortune twice as fasts and has increased Ignore Interrupt.
Using her Special Weapon Skill [Immaculate Duet] ends this state.
Kiana's Fortune Bar glows while she has Merriment.

Triggered when enemy is Time-Slowed or when a Weapon Skill or Ultimate is cast.
Deals a total of 1000% ATK of Fire DMG; gains Merriment for 8s
If Kiana is not the leader but LoA is active (CD: 16s): Restores 15 AR Intensity

SEQ 3: Restores 30 (60) Fortune; deals a total of 450% of Fire DMG
SEQ 4: Restores 45 (90) Fortune; deals a total of 900% of Fire DMG; inflicts a Passion Mark (➔ Enhanced Weapon Skill) to hit enemies
🟄 in midair
Tap [ATK] in the air to use Kiana's midair Basic ATKs.
Kiana has 4 Basic ATK Sequences.
SEQ 1: Restores 10 (20) Fortune; deals a total of 100% of Fire DMG
SEQ 2: Restores 20 (40) Fortune; deals a total of 180% of Fire DMG
SEQ 3: Restores 30 (60) Fortune; deals a total of 450% of Fire DMG
SEQ 4: Restores 45 (90) Fortune; deals a total of 950% of Fire DMG; inflicts a Passion Mark (➔ Enhanced Weapon Skill) to hit enemies
Note: Overall a full sequence of the midair Basic ATK deals 90% ATK of Fire DMG more

✧ Weapon Skill ✧
Tap [WA] to use Kiana's Weapon Skill.
Restores 25 (50) Fortune; deals a total of 300% ATK of Fire DMG; inflicts a Passion Mark (➔ Enhanced Weapon Skill) to hit enemies
If the weapon skill hits an enemy with a Passion Mark the Passion Mark is spread to enemies nearby and deal 20,25% ATK of Fire DMG to them.
✧ Enhanced Weapon Skill ✧
At max Fortune hold [WA] to use Kiana's Special Weapon Skill [Immaculate Duet].
Deals a total of 1825% ATK of Fire DMG; ends Merriment state
When hitting an SD enemy with it for the first time decrease its max HP by 8%. The counter resets when the enemy's HP hit 0.
If hit enemies have a Passion Mark it explodes to deal 200% ATK of Fire DMG to nearby enemies.

Tap [EVA] (or jump) to evade. Evade attacks timely to trigger Kiana's Ultimate Evasion

Triggers 3s of Global Time Fracture; restores 10 Fortune; restores 1 Astral Ring Intensity

Kiana is protected by the Astral Ring Specialization: Law of Ascension.
Gain 1 stack of Stellar Drain when entering or Stellar Outburst ends.
Combo ATK or Enhanced Weapon Skill consume Stellar Drain and restores 10 Astral Ring Intensity.
When Law of Ascension or World Star is active, restore 10 additional Astral Ring Intensity.

If she is not the leader Kiana triggers the leader's Heavenly Link with:
✧ QTE (one trigger)
✧ Stellar Shift (two triggers)
dealing 440% ATK of Physical DMG or 880% ATK of Adaptive Elemental DMG each (depending on the leader's Element)
Hitting enemies with Stellar Shift, Combo ATK or her Enhanced Weapon Skill clears the switch CD and triggers the QTE of the leader or her team mates (if Kiana is the leader)
leader: Kiana (Combo ATK)
leader: Durandal (Enhanced Weapon Skill)
If Kiana is not the leader her QTE additionally restores all Fortune.
🟄 Stellar Outburst
Tap the AstralOP Ultimate to enter Stellar Outburst for 1s.
Astral Ring Intensity: 200 | CD: 1s + 40s
Deals 400% ATK of Adaptive (Fire) DMG
After entering Stellar Outburst choose one character with Heavenly Shift tag to enter by Stellar Shift. Other characters tagged with Heavenly Shift enter by Stellar Shift (Special QTE).
Deals a total of 3300% ATK of Fire DMG; gains Merriment for 8s; inflicts a Passion Mark (➔ Enhanced Weapon Skill) to hit enemies
This Merriment is considered as Augment Ascension state, meaning this state is considered to be a Stellar Outburst. Her Fortune is also set to 40 instantly if falls below.
✧ World Star ✧
If World Star is active Kiana's QTE restores all Fortune on hit.
🟄 Stellar Outburst
When entering Stellar Outburst while World Star is active Kiana gains 6 Quantum Mech Energy.
Tap [ATK] repeatedly to use a 4-Sequence Basic ATK connecting into an Enhanced Weapon Skill.
SEQ 1: Deals a total of 500% of Fire DMG; triggers Resonance once
SEQ 2: Deals a total of 1100% of Fire DMG; triggers Resonance once
SEQ 3:Deals a total of 1200% of Fire DMG; triggers Resonance once
SEQ 4: Deals a total of 1600% of Fire DMG; triggers Resonance once
SEQ 5 (Immaculate Duet): Deals a total of 2425% of Fire DMG; triggers Resonance twice

Note: Please remember that rotations can always differ based on the boss, the DMG needed and your overall situation. This is only the base rotation, if you want to be sure watch videos of players who know what they're doing.

Is Kiana a good pull?
Currently she definitely is one of the best Valkyries to pull. If you have Vita and a second LoA support she can definitely be a good Valkyrie to go for 
However, Vita remains the most important Valkyrie currently. If you don't have her I strongly recommend going for her first.
