Chenxue is only available by AstralOP supply.
After obtaining Chenxue, every further copy converts into one Rank-up (S -> SS -> SSS).
You're guaranteed one Chenxue every 60 pulls.
She gets her first supply in 8.4, which opens on August 21st and ends on September 19th.
Note: This supply ends 2 weeks earlier than the Valkyrie supply of Dracora.

Astral Ring Charging (S rank):
✧ 8% Elemental DMG vulnerability
✧ 5% Physical DMG vulnerability
Stellar Outburst (S rank):
✧ 22% Elemental DMG vulnerability
✧ 12% Physical DMG vulnerability
SS Rank:
✧ Reduces SO CD by 4s (exclusive)
SSS Rank:
✧ 6% Total DMG taken from Ultimates
🟄 Grail of Infinitude
S rank:
✧ Entering/Exiting SO reduces Ultimate CD by 8s
✧ Entering/Exiting SO triggers teammate's QTEs
✧ First Ultimate in Stellar Outburst restores additional 300 Shining Trace and 120 SP
✧ 4% Elemental, Physical and Total DMG
✧ 27% Crit Rate
SS Rank:
✧ 1,5% Total DMG for every team member with GoI or RoO support tag

Initial Intensity:
✧ 11 Intensity for each team member protected by GoI or RoO
✧ 8 Intensity for each team member supporting GoI or RoO

Intensity Regeneration (SS):

✧ RoO: 36 Intensity/Outburst

When entering Stellar Outburst Chenxue uses her Synergy ATK.
Deals Fire DMG which increases when Dracora is on the team.
The DMG this deals doesn't matter at all tbh.

S Rank
While the initial Intensity is nice, it's not the best. Lacking Intensity regeneration and many DMG buffs, I wouldn't recommend stopping here.
SS Rank
This is the minimum needed to be good for Rite of Oblivion while granting the lacking Intensity regeneration in GoI.
SSS Rank
SSS again is a nice DMG buff, but not required.
Overall
All Rank-ups are pretty good, so the decision mostly depends on your budget and account on how much to go for. Overall I recommend going for at least SS if you're gonna pull Chenxue.

Is Chenxue a good pull?
If you have a good GoI or RoO team and wanna upgrade it she definitely is!
As I mentioned before, I recommend to get at least SS Rank if you're gonna pull for her. Getting some good Valkyries with weapons if a higher priority though.
For Redlotus and below she is not necessary, especially if you have other AstralOPs.
