Are you planning to promote/retain in the Nirvana bracket? If so, then this weapon is a must-have for your Ice teams. Does she take priority over Turgenev? No. Turgenev is much more universal compared to Purana Phantasma as it can be used on any elemental team. Furthermore, Pardofelis doesn't pair up well with Azure Empyrea due to her long duration on the battlefield so she is glued to Haxxor Bunny in Ice teams.
