Rita can only be obtained in gacha, her first supply will be in 8.6:
It's a normal expansion banner, meaning you're guaranteed to get her within 90 pulls.
The first 10 pulls on the supply have a 50% discount!
During that time her equipment also has its first supply:
You're guaranteed to get her weapon within 60 pulls.
Meanwhile you're guaranteed to get one of her Stigmata or her Weapon ever 10 pulls.
On the global servers, these supplies release on January 1st and end on Febrary 13th.

✧ Weapon Skill ✧
Rita's Weapon Skill isn't a single effect, but it can replicate the attack used.
For example after using QTE, she can use her Weapon Skill to replay her QTE and trigger a specific Weapon Skill effect. For that reason, I'll put the replay effect of each move explanation after explaining the base skill.
These can be used during the actual attack. Then a Phantom continues the actual attack while Rita does the Replicate Attack.
Additionally it can one shot IMG enemies' core once their HP bar blinks red
✧ Kinetic Energy: Poise ✧
Rita's current Poise is shown above her HP bar. It starts at 0 and caps at 100.
They're gained by various attacks and is used to cast her Combo ATK.

Switch to Rita when enemy is Time-Slowed or when a Weapon Skill or Ultimate is cast to cast her QTE.
QTE restores 25 Poise on hit (+25 with Signature Weapon)
After QTE, tap [Weap] to connect to her Replicate QTE.
Replicate QTE also restores 25 Poise on hit (+25 with Signature Weapon) and inflicts 6 Paralyze Trauma

Tap [ATK] to use Rita's Basic ATKs
Rita has 4 Basic ATK Sequences
SEQ 4 restores 25 Poise.
During Basic ATK Sequence 4, tap [Weap] to Replicate Basic ATK 4.
Replicate Basic ATK 4 also restores 25 Poise on hit and inflicts 4 Paralyze Trauma.

Tap [EVA] to evade.
Evading on time doesn't trigger an Ultimate Evasion. While evading, press [EVA] to use a Replica of her Evasion which triggers a similar effect.
When triggering the Ultimate Evasion Skill-like effect, tap [ATK] to connect to Basic ATK Sequence 3.

At maxed Poise hold [ATK] to consume all Poise use Rita's Combo ATK.
During Combo ATK, press [Weap] to Replicate Combo ATK.

At 100+ SP, tap [ULT] to consume 100 SP use her Ultimate

➤ New Mechanic: Stellar Surplus
While Wheel of Destiny is active and Astral Ring intensity is full, further Intensity is stored as Surplus Intensity instead.
This caps at 20 points and is consumed when Stellar Outburst is entered. During this "Stellar Surplus state" DMG of the entire team is buffed.
It's visualised as little extra bar next to the Stellar Outburst button.
When the current Surplus Intensity is at least 10, stand-by characters are replaced with Phantoms despite Stellar Outburst not being active (Rita lead only).
Upon entering Stellar Outburst, DMG is increased for every 10 Surplus Intensity the characters had before that.

When entering Stellar Outburst with Wheel of Destiny active, other characters are replaced with Phantoms.
Characters without the "Harmonized Shadow Star" tag are replaced with Rita phantoms.
"Switch" to one of the characters to trigger their respective Phantom attack and enter Rondo in the Shadows for 11s. (lower if it's a Miss Espionage Phantom)
During Rondo in the Shadows her Basic ATKs start at Sequence 3 and her Replicate Basic ATK 4 can be cast up to 3 times.
Additionally, a Replica Ultimate is unlocked. Use [Weap] after Ultimate to use it and end Stellar Outburst.

Analysis
First of all, these buffs are pretty good. On top of them, she provides the Stellar Surplus state than can provide even more buffs and activate other characters' Stigmata buffs.
At the moment, she's by far the best Wheel of Destiny support. Switching her out is the bigger DMG loss and the best 4 (?) WoD Support combinations all include her. Looking at our CN data, she was used in the top scoring team on the latest Thelema abyss and was used all throughout Myriad.
For Lantern she'll be even stronger with her additional Fire DMG vulnerability. Maybe Lantern will finally return from the dead I guess... However, there really is no hope for Lantern getting more abysses.
Sadly we don't have any new WoD characters except for her. So it's unlikely she'll be used for this purpose often.
✧ Law of Acension ✧
Analysis
Sadly I didn't do too many tests with Rita as LoA support. However, the vulnerability buffs she offers are insane and overall the buffs look very good, especially considering she can really balance out Dracora's weaknesses.
Regarding Durandal, there is little to no doubt she should be the new best support together with Dracora. She has really high Crit DMG buffs and has the IMG core DMG transfer as well as IMG valkyrie buffs. She was used together with Sparkle on SSS Kevin (looking at CN Myriad), but at the moment there is no abyss data to back up this theory.
No LoA abyss has run on CN so far (during 8.6, first 5 weeks), so her performance in terms of top scores isn't certain. Therefore don't expect to use her much when pulling her now.
New LoA DPS when

When Rita is the primary DPS source, put her as leader so Wheel of Destiny is activated.
Senadina/Elysia will be her best team, but any other Harmonized Shadow Star character will work!
As for the rotation, you want to focus on spending little time outside of Stellar Outburst. Her main DMG source is going to be her Combo and Combo Replay, so she wants to trigger as many as possible. Avoid using her Ultimate outside of Stellar Outburst if you aren't certain the CD will be over at the end of Stellar Outburst.

and so on... if possible try getting more QTEs because otherwise charging her bar takes ages

Can use Ultimate early to end Stellar Outburst when a Phase is over.

Should you pull Rita?
Rita is a very average P2 Battlesuit: She can clear her DPS abysses well, solid support which has her uses.
Therefore going for her probably isn't a completely bad idea - she sure has her uses, especially in an IMG shill. If you skipped mini Durandal and your Trio isn't complete I can definitely recommend her.
Please remember 8.7 is going to be GLB anniversary though, therefore it might require higher funds. It's likely to include a divine key and/or a new AstralOP, so think ahead!
If you're a beginner/returner ensure you have at least one other Valkyrie with a "Harmonized Shadow Star" or "Law of Ascension" tag if she's not your first Part 2 Valkyrie to ensure they work together:)
