Xentinel Mei can only be obtained in gacha, her first supply will be in 8.7:
It's a normal expansion banner, meaning you're guaranteed to get her within 90 pulls.
The first 10 pulls on the supply have a 50% discount!
During that time her equipment also has its first supply:
You're guaranteed to get her weapon within 60 pulls.
Meanwhile you're guaranteed to get one of her Stigmata or her Weapon ever 10 pulls.
On the global servers, these supplies release on March 5th and end on April 17th.

Switch to Mei after an enemy was time-slowed, a time-frozen domain ends or a teammate casts a Weapon Skill or Ultimate to cast Mei's QTE.
Using it instantly restores Mei to 150 SP.

Tap [ATK] to use Mei's Basic ATKs
Mei has 3 Basic ATK Sequence*
***ting with the last Sequence instantly restores Mei's SP to 150/300 and triggers Ultimate Evasion Skill.
✧ Weapon Skill ✧
Tap [Weapon Skill] to use Mei's Weapon Skill. 15s CD after being used.
This attack triggers Ultimate Evasion Skill.
After Weapon Skill, tap [ATK] to connect into Basic ATK SEQ 3.

At 150 SP, tap [ULT] to use Mei's Ultimates
Mei has 2 Ultimate Sequences she uses alternatively.
Using an Ultimate restores one Fighting Spirit and consumes 150 SP.

➤ KE Bar: Fighting Spirit
Mei's current Fighting Spirit is shown above her HP bar. It starts at 0 and caps at 4.
They're gained using Ultimates and are used to cast Supreme/Absolute Slashes.

✧ Supreme/Absolute Slash ✧
At 2/4 Fighting Spirit, hold [ATK] to use Supreme Slash or Absolute Slash respectively.
This ATK is not considered a Combo ATK, but deals Combo ATK DMG.
Using these will consume 2 Fighting Spirits and restore 1 Blade Force instead.
Hitting a non-boss BIO enemy with these instantly kills it. Up to 3 times per stage. When defeating an enemy with it, instantly restore 2 Fighting Spirit stacks.
➤ KE Bar: Blade Force
Mei's current Blade Force is shown above her HP bar (in between the Fighting Force). It starts at 0 and caps at 2.
They're gained by using Supreme/Absolute Slashes and can be consumed to trigger Sentinel Slash.

✧ Sentinel Slash ✧
At 2 Blade Force stacks, hold [ATK] to use Sentinel Slash.
This ATK is not considered a Combo ATK, but deals Combo ATK DMG.
This ATK clears all Blade Force stacks and triggers all teammates QTEs.
✧ Astral Ring: Grail of infinitude ✧
Mei has the usual skills every GoI character gets:
If Mei is not the leader the next Ultimate after QTE entry costs 0 SP, this effect is lost on exit.
If Mei is the leader teammates wih Symbiosis tag (Grail of Infinitude Support tag) using their Ultimate resets Mei's switch CD and triggers her QTE.

➤ Stellar Outburst
Tap the AstralOP Ultimate to enter Stellar Outburst for 30s.
Astral Ring Intensity: 175 | Duration / CD: 30s + 27s
After entering Stellar Outburst all teammates share their SP.
The max SP equals the sum of all teammates' max SP. The initial SP are 60% of the max SP.
➤ Shining Trace / Facet of Infinitude
If Mei is the leader each Ultimate costs 225 SP instead.
SP consumed by teammates are converted into "Shining Trace". Teammates with Symbiosis tag triggering Ultimate for the first time restores additional 300 Shining Trace.
The current amount of Shining Trace is shown around the SP bar.
The white frame shows her current Shining Trace. Shining Trace caps at 900 and is reset once reaching the cap to trigger Facet of Infinitude. Triggering Facet of Infinitude provides additional buffs (up to 3 stacks provide these buffs).
➤ Finisher
During Stellar Outburst, Mei's Ultimate will be replaced by her Finisher. Tap [WA] to use it.
Using this ATK will instantly end Stellar Outburst if Mei is the leader.
✦ Support Potential ✦
- These numbers assume the DPS has Elemental/Physical Breaker state. During Stellar Outburst her buffs are stronger during these states. -
✧ Analysis ✧
Mei is a rather solid support - a good alternative, but she doesn't appear to be the best in slot anywhere at the moment.
In Grail of Infinitude she's a pretty strong unit, but not strong enough for now.
HLE still prefers HoH for Ice abysses and Ba-Dum for SD abysses, while Luna is stronger for Helia and Luna's best team (for bleed tribunal at least) was Sushang+Ba-Dum. Not to mention she obviously can't keep up with Dracora.
That being said, it's not safe to say she's not best in slot for any future GoI valkyrie, as all the cases mentioned above are pretty niche. I cannot say for sure how she'll compete without these DPS niches. Especially since KiaMei Support is DMG wise ahead for Luna, I'm confident she might earn a place there in the future.
In World Star she's just another alternative for now, nothing especially noteworthy. She's not best in slot for HRB, which is pretty much everything that matters for now as old World Star units are long forgotten.
In Law of Ascension she overall feels rather weak I'd argue. She absolutely works and might be used in Memorial Arena, but her DMG is just not especially great. With how wide the options of Law of Ascension Supports are, it's mostly just not worth getting her for this.
HOWEVER, note that Mei still has a locked skill for a future Valkyrie. Therefore, it's likely for her to become best in slot for at least one Valkyrie coming soon.
Additionally it's worth mentioning that Mei gives tons of Crit DMG for both LoA and GoI, which could help her be important for a future Physical valkyrie.
Overall, Mei is definitely good as Support if you need an alrounder which can support several units pretty well with her three support tags, but do not expect her to be used in myriad often.

Mei can be placed in any team where the main DPS (leader) has either the Grail of Infinitude tag, the Law of Ascension tag or the World Star tag.

*can be skipped if you already consumed her Stellar Drain
Stellar Outburst (World Star):
Usual DPS rotation
XDC (QTE) > Resonance ATK
Stellar Outburst (Grail of Infinitude):
XDC QTE > Weapon Skill
*Her full rotation would be QTE > hold ATK > Weapon Skill. Generally not used if the SP aren't needed.
Stellar Outburst (Law of Ascension):
XDC Stellar Shift > Weapon Skill

Should you pull Mei?
As always, only pull if you can afford the Valkyrie and the weapon!
Mei is a rather strong unit with some weathers and a useful mechanic with her insta BIO kill. Overall, she's a pretty average P2 Valkyrie. While she doesn't have many BiS Support scenarios, she has three tags and a hidden future valk skill allowing her to support a pretty wide range of Valkyries.
As expected, she needs two other characters with "Symbiosis" tag to function properly, so make sure to get that prepared for her!
If you like her, there's no reason not to pull! Just gotta make sure to get her a team.
