INTRO
I've actually written about Mona before, so this analysis is mostly an update to talk about the brand-new artifact in Inazuma, Emblem of Severed Fate. If you're unaware of it, the 2-set effect is +20% Energy Recharge (ER), while the 4-set effect is: Increases Elemental Burst DMG by 25% of ER (Max 75%). This means, to maximize the 4-set effect, you'll need 300% ER.
Mona has a fun passive that converts 20% of her ER into Hydro damage. This means, by default, Mona has a +26.4% Hydro damage at max ascension. With Emblem of Severed Fate, Mona will not only benefit from the 4-set effect but also gain extra Hydro damage off her passive. However, does this make Emblem of Severed Fate good for Mona?
Conclusions (TL;DR)
Is Emblem of Severed Fate good for Mona?
Emblem of Severed Fate seems to be Mona's Best-in-Slot for support role. However, 4-Heart of Depths is still better for DPS Mona. While 4-Emblem of Severed Fate's damage is not far above 2-Heart of Depths + 2-Noblesse Oblige, it should be noted that Mona will burst more with the additional ER. This means you will gain more damage bonuses from your other characters. Eventually, Emblem of Severed Fate will be better than Depths + Noblesse for support Mona.
It should also be noted that Attack/Hydro/Crit still outperforms ER/Hydro/Crit, even for 4-Emblem of Severed Fate. So the best option for support Mona is 4-Emblem of Severed Fate with Attack/Hydro/Crit.

Interlude is The Widsith's EM buff. But because I won't be considering Elemental Reactions, I replaced the row with "Widsith No Buff + Widsith Buff", which is Widsith with 10s of Attack buff, and 20s without any buff.
Simulation and Assumptions
The calculations below will follow the following assumptions:
1. Mona is lv90.
2. The enemy is one lv80 hilichurl.
3. Talent lv6, C0.
4. All hits crit. The crit goal will be 60%.
5. Reaction damage will not be considered.

Normal: (1-hit to 4-hit + Charged)/4.

Result Overview
Result Explanation
In the Result Overview, you can easily see that there's a rather huge gap between Depths and Emblem of Severed Fate (Can we just call it "EoSF" from now?) In DPS calculation. This means Depths is still the best option if you're running Mona as a DPS.
However, for a support, EoSF takes the top spot. I originally was only gonna test ER/Hydro/Crit, but I thought it's better to test Attack as well. And boy, I didn't regret it! Even with EoSF, ER still falls below Attack, even tho it's still ahead of the other artifacts.
You can also see that the difference between EoSF and HoD + NO is quite small, so damage-wise, EoSF is not that far ahead. However, I would like to note that using EoSF means more Elemental Burst. Since Mona has a damage bonus for the whole team from her Omen, EoSF will eventually be further ahead of HoD + NO.
Personal Opinion
I'm quite disappointed that ER is still meh for Mona. I had expected that it'll finally be viable. My Mona is still waiting in the queue so I don't have to decide on her yet for now. But I'll probably start farming EoSF sometime soon
