Intro
Kujou Sara is the newest 4-star Electro character in Genshin Impact 2.1. Her kit is designed to be a support, considering her Normal Attack has the lowest multiplier compared to other Bow characters.
Personally, I think she's highly underrated and has the potential to be better than Bennett. With some practice, you can maintain a 100% buff uptime with Kujou Sara, even at C0. At C2, she can easily maintain 100% buff uptime with proper rotation.
Conclusion
4-Emblem of Severed Fate is the best artifact set for Kujou Sara. The Shogun army's General deals massive damage with her Elemental Burst, so this artifact set is easily the best for her. As for her artifact's main stat, it varies according to her constellation level and her weapon of choice.
For weapons with Energy Recharge, Attack main stat generally leads to higher damage output than Energy Recharge. As for other weapons, you can stick with the usual ER/Electro/Crit.
The best 5-star weapon for Kujou Sara seems to match Venti's weapon, Elegy for the End. The weapon's passive aligns with her Elemental Burst's cooldown. As for the 4-star weapon, Favonius Warbow takes the throne, where the weapon helps with Kujou Sara's Energy issue.
The conclusion below will Cover Kujou Sara's best build when it comes to damage. It will also exclude external sources of Energy restoration like Raiden Shogun's Elemental Burst.

Elemental Skill
Kujou Sara blinks backward and gains Crowfeather Cover. This Cover lasts for 18s and will remain even if Kujou Sara is swapped out.
𝙲𝚛𝚘𝚠𝚏𝚎𝚊𝚝𝚑𝚎𝚛 𝙲𝚘𝚟𝚎𝚛 𝚒𝚜 𝚟𝚒𝚜𝚞𝚊𝚕𝚒𝚣𝚎𝚍 𝚠𝚒𝚝𝚑 𝚊 𝚐𝚕𝚘𝚠𝚒𝚗𝚐 𝚠𝚛𝚒𝚜𝚝
If you use her Charged Attack, the Crowfeather Cover will be transferred to the targeted spot. This Crowfeather will explode after a short delay, dealing damage and granting attack buff for characters within the AOE.
𝙺𝚞𝚓𝚘𝚞 𝚂𝚊𝚛𝚊'𝚜 𝚋𝚞𝚏𝚏 𝚑𝚊𝚜 𝚊 "𝚏𝚎𝚊𝚝𝚑𝚎𝚛" 𝚎𝚏𝚏𝚎𝚌𝚝 𝚊𝚛𝚘𝚞𝚗𝚍 𝚝𝚑𝚎 𝚊𝚏𝚏𝚎𝚌𝚝𝚎𝚍 𝚌𝚑𝚊𝚛𝚊𝚌𝚝𝚎𝚛
You need to quickly swap to the character you wanna buff and dash to the AOE to gain the attack buff. The buff granted by her Elemental Skill doesn't stack with her Elemental Burst, but the duration of the buff will refresh.
𝙺𝚞𝚓𝚘𝚞 𝚂𝚊𝚛𝚊'𝚜 𝚋𝚞𝚏𝚏 𝚘𝚗𝚕𝚢 𝚊𝚏𝚏𝚎𝚌𝚝 𝚘𝚗𝚎 𝚌𝚑𝚊𝚛𝚊𝚌𝚝𝚎𝚛
This attack buff scales with her base attack, similar to Bennett. However, unlike Bennett, Kujou Sara only buffs one character.
Elemental Burst
Kujou Sara deals massive damage while buffing the characters in the AOE of her Elemental Burst. To get this buff, you need to move slightly with your character to ensure they got hit by her Elemental Burst.
The buff granted by her Elemental Burst doesn't stack with her Elemental Skill, but the duration of the buff will refresh.
How to get 100% buff uptime with C0 Kujou Sara
100% buff uptime is possible even without her C2. To do so, you need to focus on the rotation.
1. Use Elemental Skill. Don't use her charged attack.
2. Use her Elemental Burst. This will grant 6s attack buff.
3. After 6s, swap back to Kujou Sara and use her charged attack. You don't have to use her Elemental Skill as the Crowfeather Cover lasts for 18s.
4. After 6s, swap to Kujou Sara. Use her Elemental Skill and immediately use her Charged attack.
The cast time is 0.5s and her charged attack will take you ~1 second. Then, it'll explode after 1.5 seconds. So now, her Elemental Skill is at 7s Cooldown.
5. After another 6s buff, 24s has passed and her Elemental Burst should be ready again.
The cast time of her Elemental Burst is 1 second so you can immediately use her Elemental Skill after casting the burst.
Go back to step #3 and repeat the cycle.
Kujou Sara's Constellation
C1: Reduce Kujou Sara's Elemental Skill's cooldown by 1 second every time she grants an attack buff or hits an opponent (with her Skill or Burst). Can trigger once in 3s.
Kujou Sara's first constellation basically reduces her Elemental Skill by around 2 seconds. While this may seem negligible, it's actually a huge help to maintain that 100% uptime before getting her C2.
C2: When Kujou Sara uses her Elemental Skill, she leaves a Crowfeather before she blinks. This Crowfeather deals 30% of Tengu Juurai: Ambush's damage. This Crowfeather will trigger Sara's Passive 2, but it doesn't generate Energy particles.
𝙲𝟸 𝙲𝚛𝚘𝚠𝚏𝚎𝚊𝚝𝚑𝚎𝚛 𝚍𝚘𝚎𝚜𝚗'𝚝 𝚐𝚎𝚗𝚎𝚛𝚊𝚝𝚎 𝙴𝚗𝚎𝚛𝚐𝚢
Getting Kujou Sara's C2 pretty much makes her the best attack buffer in the game. The Crowfeather she creates when she blinks will grant Attack buff, so you can now buff your characters 100% of the time without her Elemental Burst.
C4: The Stormcluster from Kujou Sara's Elemental Burst now spreads to 6 directions instead of 4.
𝙲𝟶 𝚅𝚂 𝙲𝟺 𝚂𝚝𝚘𝚛𝚖𝚌𝚕𝚞𝚜𝚝𝚎𝚛
C6: When she grants attack buff to a character, she also increases their Crit Damage by 60% for Electro Damage.
Kujou Sara's sixth constellation makes her the best support for Electro characters. With how easily she buffs attacks with C2, C6's effect is pretty much guaranteed if you remember to use it.

Personal Opinion
I honestly love her gameplay. She's not practical like Bennett, but that's why I love it. She brings some unnecessary complexity to the game, which keeps my toe on the ground instead of mindlessly bashing the enemies.
I actually think that she's better than Bennett at C2 when it comes to attack buffs. My first impression of her wasn't very good, but honestly, after some practice, you might find her enjoyable too!
For my Kujou Sara, she's using Favonius Warbow, 4-Emblem of Severed Fate, and ER/Electro/Crit. She's supporting Raiden Shogun with her massive C6 addition.
