This quest requires completing Act II of the Sumeru Archon Quest.
You also need to complete the previous Gourmet Supremo quests and commissions.
You may need to re-do the Inazuma daily commission "The Gourmet Supremos: Where'd the Ingredients Go?".
If you meet all of the requirements, meet Xudong in Port Ormos to begin the world quest.
At the moment, it seems that the recipes are not available yet.
However, this is likely a requirement to get them.
