Since no one used Festering Desire when Albedo was first released, one can only assume that they're now trying to redeem this error with another Albedo weapon. Luckily, this time, the free sword is crazy good on the Alchemist.

Conclusion
Is Cinnabar Spindle better than Harbinger of Dawn for Albedo?
Yes, Cinnabar Spindle is far more superior compared to Harbinger of Dawn. Even though Albedo will have less Critical Value, Cinnabar Spindle's passive is way too crazy to miss.
Best Artifacts for Albedo
• Artifact Set:
1. 4-Husk of Opulent Dreams
2. 2-Husk of Opulent Dreams + 2-Archaic Petra
3. 2-Archaic Petra + 2-Gambler
4. 2-Archaic Petra + 2-Defender's Will
5. 2-Archaic Petra + 2-Gladiator's Finale
6. 2-Archaic Petra + 2-Noblesse Oblige
Note: 4-star artifact is only viable if it's Flower and Feather with perfect substats.
• For constant team buff, you can also use:
1. 4-Tenacity of the Millelith
2. 4-Archaic Petra
3. 4-Noblesse Oblige
• Artifact Main Stat:
Defense/Geo Damage/Critical Rate or Critical Damage
Best Weapons for Albedo
1. Cinnabar Spindle
2. Primordial Jade Cutter
3. Harbinger of Dawn
Cinnabar Spindle is generally better than Jade Cutter, but there are some cases where the 5-star weapon is better. For example, if you have a nice Crit Value (Let's say, 85%/170%) and all 7 Fatal Blossoms hit the enemy. Otherwise, Cinnabar Spindle is a far cheaper option.
Choosing the Artifact
Tested Set:
4-Husk of Opulent Dreams (Full-stack)
Tested Main Stat:
• Attack/Geo/Crit
• Def/Geo/Crit
• Def/Def/Crit
I also tested Def/Def/Def and Def/Geo/Def, but since it performs less than the others, I won't be showing the damage result.
Choosing the Weapon
1. R5 Cinnabar Spindle
2. Primordial Jade Cutter
3. R5 Harbinger of Dawn (HP always >90%)
Simulation and Assumptions
1. Albedo is level 90.
2. Enemy is one Hilichurl level 80.
3. Talent lv8, C0.
4. Unlike my usual 60% Critical, this time, since there are only a few things to test, I'll give each weapon the perfect 1:2 Crit Ratio. Details can be found in the Average Damage section.
5. Normal Attack is not considered.
6. Burst's Fatal Blossom hits 4 times.

Also, by request of Melon Bun, here's the math to Cinnabar Spindle's passive:
Let's take Def/Geo/Crit for the example.
• Skill Cast = Attack (1016) x Talent Multiplier (208%) x Resistance Multiplier (0.462) x (1 + Geo Bonus (99.4%)) = 1954
Crit Damage = 1954 x (1 + 106%) = 4028
• Cinnabar's Bonus: Passive Multiplier (80%) x Defense (2752) x Resistance Multiplier (0.462) x (1 + Geo Bonus (99.4%)) = 2028
Crit Damage = 2028 x (1 + 106%) = 4183
• Total Damage = 4028 + 4183 = 8211

Note: Average Damage = (Crit Damage x Critical Rate) + (Non-Crit Damage x Non-Critical Rate)

As you can see here, Cinnabar Spindle is the best among the three tested weapons.
